chore: allow overwriting Docker images (#4850)

Allow Docker images to be overwritten, which is required to update
dependencies in the base image when the upstream vendor resolves
security issues.

Editor assessment

`chore: allow overwriting Docker images (#4850)` states the enabled capability, and the body supplies the why — overwriting is required to rebuild base images when upstream vendors ship security fixes — in one clear, instructive sentence. That is exactly the rationale an infrastructure policy change should record. Chore fits the pipeline change, and no scope is used, minor. Imperative verb, no trailing period, tidy length. Subject plus motivation make this complete and teachable: a publishable example.
