Add database cert alert

The header is good: feat correctly flags a new alert for the database certification, 'add' is imperative and lowercase, and the subject fits easily within limits. A curriculum-flavored scope would have been nice but isn't required. The body, however, is raw squash-merge debris — the subject repeated, then '* fix: change link to forum post' and '* fix: alert text' listing superseded iterations, carriage returns and all. Preserving history was the PR's job; the message body should instead explain what the alert does and why. The Co-authored-by trailer is correctly formatted. Net: solid header, throwaway body.
