feat(API): Report unhandled app crashes to Sentry (#4548)
* SIGTERM/SIGINT should only be handled once
* move error-handling initialization to commands
* create a new `sleep` function in workflow utils
* detect crashes and report them to SentryEditor assessment
The `feat` type is appropriate since reporting unhandled crashes to Sentry is a new capability. The `API` scope is informative, though its capitalization deviates from the lowercase convention most tooling expects. The subject is imperative and stays under 72 characters, but starting with a capital 'R' breaks the usual lowercase style. The body merely replays the pull request's commit titles as bullets ('* detect crashes and report them to Sentry'), so the motivating behavior only surfaces in the last bullet and entries like '* create a new `sleep` function in workflow utils' read as noise. A two-sentence summary of what and why would serve changelogs and git log readers much better.
