Show certification wait on editor to load

Editor assessment

The subject tries to say that certification submission now waits for the editor to load, but the wording, show certification wait on editor to load, is garbled enough that a reader must reconstruct the intent. The Cypress scope names a tool rather than a codebase section, which is marginal, and the fix type is plausible for an end-to-end wait bug. No body exists, and this is a case where one sentence explaining the race condition would have rescued the unclear subject. The PR reference is well formed. Understandable only with effort and context, so the message lands at acceptable: real content, poorly expressed, with no body to compensate.
