fix(tsc): Add typings for `Intl.ListFormat` (#13301)
V8 has supported `Intl.ListFormat` since version 7.2, but TypeScript doesn't
have typings for it yet. This PR manually adds those typings, copying them from
microsoft/TypeScript#47254.Editor assessment
An exemplar. The subject names the exact gap - missing typings for Intl.ListFormat - and the body teaches the whole story: V8 has supported the API since version 7.2, TypeScript lacked the declarations, and they were ported from a specific upstream pull request that is cited. Motivation, constraint, and provenance in three sentences, with an accurate fix(tsc) framing and clean hygiene. This is exactly what a teaching commit looks like.
