Fix not able to show device asset on Android 13

Editor assessment

The subject states symptom and condition completely: device assets could not be shown on Android 13. The platform version, the failing capability, and the affected mobile scope are all present, so a reader understands the defect without a diff, and no body is required since the incompatibility is its own justification. The fix type is right, no footers appear, and hygiene is acceptable despite the slightly awkward phrasing Fix not able to show. Compact and accurate, it identifies exactly who was affected and by what failure.
