Add spotlight for navigation and some actions

Editor assessment

The subject announces the spotlight feature broadly, navigation plus 'some actions', and that 'some' is the flaw: it declines to say which actions were added, leaving the feature surface entirely to the diff. Feat is right; scope is absent where spotlight would sit; and no body enumerates the actions or describes the palette's behavior. Hygiene is clean apart from the vagueness: imperative, no trailing period, no junk. Understandable as an announcement and unhelpful as a record, which is the definition of the acceptable band.
