Disable tests on `next-api`, add label

The scope '.github' is unusual — punctuation-leading scopes are legal under the spec but rare, and something like ci or workflows would read more naturally; arguably the whole change belongs to the ci type rather than chore. The subject also bundles two unrelated actions, 'disable tests' and 'add label', which atomic-commit hygiene would split apart. On the plus side: imperative verbs, lowercase start, no period, backticks around next-api, and a PR reference. At about 64 characters it fits GitHub's display width. Functional and parseable, but compositionally messier than it needed to be.
