Reasonable refactor commit. The `core` scope is accurate, the subject is imperative and correctly lowercase, and the body gives the essential rationale — 'These APIs are no longer used.' — separated by a blank line, followed by the project's 'PR Close #48357' boilerplate. The weak spot is 'several private utils and APIs': for a reader auditing removals, enumerating even two or three names would be far more useful than a count word, and it matters if any of these were semi-public in practice. Since they are described as private, `refactor` rather than a breaking removal is the right call.
