`refactor` fits a TSLint removal that touches code and lint configuration, though `build` or `chore` would also be reasonable for what is largely tooling retirement. The subject 'Phase out TSLint in `nodes-base`' says what and where; the missing scope is a missed chance since `nodes-base` was right there. The capitalized opening breaks the lowercase-start convention. The body's gitmoji bullets — ':fire: Remove TSLint scripts', ':fire: Remove TSLint config', ':shirt: Adjust lint config', ':pencil2: Add story numbers' — do convey the sequence of work, but they read as emoji-decorated fragments rather than prose. A note on the migration target (ESLint?) would help.
