Adding filterCheckall to the components/locale/ru_RU.tsx

Editor assessment

The subject `chore: adding filterCheckall to the components/locale/ru_RU.tsx` names the added locale key and the exact file, which is complete if slightly verbose. The chore type is a tolerable choice for a locale entry addition, and the gerund mildly departs from imperative style. No body is present, justified because the subject contains both the what and the where. No footer is required. Hygiene is otherwise good, with no junk or trailing period. A precise, self-sufficient record of a small localization addition.
