Fix usage of octokit/rest and make uploading better

Editor assessment

The subject is loose: octokit and rest usage fixed, plus unspecified improvements to uploading, a phrasing that names no concrete change, so the actual work requires the diff. The build type fits release tooling, and the absent scope is tolerable. No body exists to name the API corrections or the upload improvements, and the PR reference is the only pointer. Hygiene is otherwise clean. Understandable in outline, but the vague half of the headline and the missing body leave the concrete changes unstated.
