The intent is recoverable but the wording is rough: 'enable set form attr to null on form-elements' is grammatically tangled — 'allow setting the form attribute to null on form elements' is the clean imperative form. Stacking two PR references, (#2840) (#2849), in the subject is redundant noise; one, or both in the body, suffices. The body itself contains only Co-authored-by trailers, which are well-formed Git trailers the spec permits, though the CRLF line endings hint at a Windows-authored commit that some tools mangle. fix(runtime-dom) is the correct type and scope for the change described.
