Update Ubuntu version used for Linux prebuilt binaries

Editor assessment

'update Ubuntu version used for Linux prebuilt binaries' — the docs type is plausible if the change is purely to documentation, but if the actual prebuilt builds moved to a new Ubuntu release, that is a build or CI change with real artifact consequences. The subject is precise about what changed and where it applies, and comfortably short. With no body, the reader cannot tell which case this is, and that distinction matters for release notes. Otherwise well-formed: lowercase, imperative, no period, and no breaking markers needed.
