Remove the dev-infra directory and complete the migration to using the code generated by the
angular/dev-infra repository.

Remove dev-infra directory and migrate to relying on dev-infra-private-builds states the migration, and the body completes it: the in-repo directory is gone and the code generated by the dev-infra repository is now consumed instead.
