refactor(common): allow loaders to specify the ensurePreconnect option (#47082)
This commit modifies the provideImgixLoader function to support
an additional ensurePreconnect option. Other loaders could follow
the same pattern to support a similar option as well.
As more loaders get developed we will refactor code to streamline
the loader authoring and enforce consistency.

Type choice is the issue: adding an `ensurePreconnect` option to loaders introduces new, user-facing capability — textbook `feat`, not `refactor`, which implies no observable change. That mislabeling would misdirect changelog readers and version-bump inference. Otherwise the message is strong: the subject names the option precisely, the body is consistently wrapped, and it candidly notes the change is Imgix-only for now, with a promise to "streamline the loader authoring" as loaders multiply. Fix the type and this is excellent.
