Placeholder for local collections in welcome page

Editor assessment

The subject states the addition plainly: a placeholder for local collections on the welcome page, which names both the surface and the artifact. chore is a defensible type for placeholder scaffolding, and the missing scope is tolerable. The issue reference in the parentheses gives provenance. No body, and none is needed for a UI placeholder whose purpose is evident. Wording is compact and clean. Proportionate and complete.
