Fix workflow activation from the Workflows view

Editor assessment

The subject names the defect: workflow activation failing from the Workflows view. The fix type and editor scope are accurate. The body restates the fix behind a bug emoji, explaining neither why activation from that view failed nor what the corrected path does. The PR reference is well-formed. Hygiene is clean — imperative subject, no period, sensible length. Understandable and honest, but a UI regression fix whose body merely echoes the headline misses the chance to describe the state mismatch that likely caused it, capping value at acceptable.
